The Canadian League of Composers recently filed a submission as part of the House of Commons Standing Committee on Finance’s pre-budget consultation process for Budget 2026. 

At a time when Canadian composers and sound artists are facing unprecedented economic pressures, as well as potential threats from rapid technological changes, it is crucial that our government take concrete steps to strengthen the arts and culture sector as a whole. Moreover, with Canada sovereignty facing unprecedented threats from the world’s largest producer and exporter of English-language content, it behooves the Government of Canada to empower Canadian composers and sound artists with the support and resources they need to create new work, contribute to their communities, and represent Canada on the world stage. 

To that end, the CLC has put forward four recommendations:

  1. That the Government of Canada allocate a permanent annual increase of $140 million to the Canada Council for the Arts;
  2. That the Government of Canada ensure that, within the Direct Delivery and Community streams of the Build Communities Strong Fund, a minimum level of funding be dedicated to cultural infrastructure, ensuring that rural and urban communities across Canada are served by cultural facilities.
  3. That the government fulfill its commitment to increasing the annual funding of the Canada Music Fund (CMF) to $60 million on a permanent basis.
  4. That the Government of Canada support the Screen Composers’s Guild of Canada’s pre-budget submission regarding the use of original Canadian score music in audiovisual productions by clarifying tax credit eligibility of certain rights payments to composers.
